In short, the Common European Framework of Reference (CEFR) is a way of describing language proficiency. The CEFR has six levels, ranging from A1 for beginners to C2 for advanced users.

The levels are divided into three blocks: A or basic user, B or independent user, and C or advanced user. For each level, the CEFR describes what learners can do when speaking, reading, listening, and writing in English.

According to the British Council‘s CEFR, these are the levels and the capabilities of each level:

English Basic User

A1 (Elementary)

IELTS: No score

  • Able to understand and use familiar everyday expressions and basic phrases aimed at meeting clear needs.
  • Able to introduce oneself and others, and able to ask and answer questions about personal details such as where one lives, people one knows.
  • Able to interact in a simple way, as long as the person you are talking to speaks slowly and clearly and is ready to help.

A2 (Pre-Intermediate)

IELTS: 3.5

  • Able to understand frequently used sentences and expressions related to the most directly relevant areas (e.g. very basic personal and family information, shopping, local geography, employment).
  • Able to communicate in simple and routine tasks that require simple and direct exchange of information on familiar and familiar subjects.
  • Able to explain simply aspects of the background, surrounding environment, and things that are urgent needs.

English Independent User

B1 (Intermediate)

IELTS: 4-5

  • Able to understand the main points of clear, standard input about things commonly encountered at work, school, leisure time, etc.
  • Able to handle most situations that may arise when traveling in English-speaking areas.
  • Able to produce simple, connected texts on general topics or describing experiences and events, dreams, hopes and ambitions, and provide reasons and brief explanations for opinions and plans.

B2 (Upper Intermediate)

IELTS: 5.5-6.5

  • Able to understand the main ideas of complex texts, both on concrete and abstract topics, including technical discussions in his/her field of specialization.
  • Able to interact with a level of fluency and spontaneity that allows for regular interaction with native speakers without pressure for either party.
  • Able to produce clear and detailed text on a variety of subjects and explain points of view on a topical issue by considering the advantages and disadvantages of various options.

Proficient English User

C1 (Advanced)

IELTS: 7-8

  • Able to understand a variety of long and challenging texts, and recognize implied meaning.
  • Able to express oneself fluently and spontaneously without having to search for overly clear expressions.
  • Able to use language flexibly and effectively for social, academic, and professional purposes.
  • Able to produce clear, well-structured, detailed text on complex subjects, and demonstrate controlled use of organizational patterns, connectors, and cohesive devices.

C2 (Proficiency)

IELTS: 8.5-9

  • Able to understand almost everything heard or read easily.
  • Able to summarize information from various oral and written sources, reconstruct arguments and reports in a coherent presentation.
  • Able to express oneself spontaneously, very fluently and precisely, and is able to distinguish finer nuances of meaning even in more complex situations.
